For a variety of reasons, first of all, because it means that people within states will have a see of what’s happening at the international level. I mean, many issues of the contemporary society, climate change, financial flows, and so on, do not respect borders. And therefore, governments pretend to be in charge, but in fact, they are not. So a national government can do a lot of good policies in order to fight climate change. But if it plans to do it alone, it’s very unlikely that it will succeed, especially if it’s a government of a small state. And that reason why more coordination is needed, that reason why quite a lot of things are already happening through international organizations. But within international organizations, the sole representatives are governments, not citizens. And that, I think, is an important hampering factor to introduce sound policies.
